bad-barnacle into the Barnacle auto-close path
This exemption only affects .github/workflows/stale.yml, but the Barnacle closure you are trying to stop is implemented in .github/workflows/auto-response.yml:400-417, where any PR labeled dirty is commented on and closed immediately. As a result, a PR carrying bad-barnacle will still be auto-closed as soon as Barnacle applies dirty, so this commit does not actually prevent the Barnacle closures described by the new label.
