This PR restores a concise, always-on system-prompt guidance hook for the bundled diffs plugin. After PR #32630 moved all diffs usage guidance out of the prompt hook path and into a companion skill, the plugin lost its short built-in nudge entirely. This PR re-introduces that nudge using the prependSystemContext field (added in #35177) of the before_prompt_build hook, keeping guidance in system-prompt space (cacheable by providers) rather than user-prompt space.
