Summary

Adds true external_select support for very large native slash argument menus, including async options loading.

• render external_select when arg menu choices exceed static select option limits
• add in-memory, user-scoped menu option store with TTL for async option lookup
• register Slack options handler to serve filtered options for external selects
• keep existing button/overflow/static_select behavior for smaller menus
• add tests for external_select rendering and filtered option responses
