What Problem This Solves
The merged browser action-download fix in #93307 needs an Unreleased changelog entry with contributor credit.
Why This Change Was Made
Contributor PRs do not edit the changelog. This maintainer follow-up records the shipped behavior separately and thanks
@sunlit-deng.User Impact
The Unreleased notes now explain that Browser agent actions return managed download metadata, validate final URLs before file writes, and preserve user-owned tabs on policy denial.
