What Problem This Solves
PR #89416 landed user-visible Browser attachment-download behavior without a maintainer-owned Unreleased changelog entry.
Why This Change Was Made
Contributor PRs should not edit the changelog. This records the landed behavior separately and preserves credit for @zhangguiping-xydt.
User Impact
The Unreleased notes now explain that direct Playwright attachment navigation returns managed URL, filename, and path metadata only after final-URL validation.
