Summary

Tavily plugin is loaded successfully (gateway logs confirm: 10 plugins: ... tavily), API key configured under
plugins.entries.tavily.config.webSearch.apiKey, tools.web.search set to enabled: true, provider: tavily. But
web_search tool still returns: "web_search is disabled or no provider is available."

Steps to reproduce

Steps to reproduce

1. Configure Tavily plugin with API key
2. Set tools.web.search.enabled: true, provider: tavily
3. Restart gateway
4. Call web_search → error

Expected behavior

• Plugin loads but provider not registered in runtime
• openclaw doctor --fix didn't help
• web_fetch works as workaround

Actual behavior

-插件加载，但提供商未在运行时注册-“开爪医生--修复”没有帮助- web_fetch作为变通办法
