当我让AI助手执行任务时，需要调用工具exec时必然会造成openclaw自动重启。调用其他工具的时候没有问题。

让AI执行任务，需要调用工具exec的时候

Expected behavior

gateway退出并自行重启

Actual behavior

在与AI助手对话时，不需要调用工具的时候是正常的，需要调用exec时发生，调用其他工具正常。
