Summary

Add a provider-owned OpenAI/Codex tool compatibility layer so GPT-5.4 can use OpenClaw tools more reliably without a global tool dialect.

• strict provider-owned schema normalization for OpenAI/Codex
• provider-owned schema diagnostics
• parameter-free MCP verification
• only minimal OpenAI/Codex alias bridging if live tests still prove it necessary

Acceptance

• OpenAI/Codex receives strict normalized tool schemas
• parameter-free MCP tools work correctly
• no generic-runner-only Codex-specific shaping is introduced
• alias bridging is absent unless proven necessary by live failures
