• v3.24: Voice messages work correctly ✅
• v3.28: Voice messages fail to download ❌

Steps to Reproduce

1. Send a voice message via Telegram to the bot
2. Bot responds with "Failed to download media. Please try again."

Environment

• OpenClaw version: 2026.3.28 (previously 2026.3.24)
• Node version: v22.22.0
• OS: Linux 6.12.62+rpt-rpi-v8 (arm64) (Raspberry Pi)
• Channel: Telegram

Additional Context

• Same issue reported by multiple OpenClaw users
• Text messages work fine
• The regression occurred between v3.24 and v3.28
