Regression (worked before, now fails)

Summary

After upgrated from 2026.3.23 to 2026.3.24, the openclaw gateway can't start in Windows.

Steps to reproduce

1. configure openclaw by
   openclaw onboard
2. at last select reinstall gateway (it should be started after the gateway is reinstalled, at least it works for 2026.3.23)
3. since the gateway is not started, run
   openclaw gateway start
   in PowerShell, the DOS window pop and shutdown immediately, and the gateway is still not started.

Expected behavior

should be the same as 2026.3.23

Actual behavior

the latest version can't work.
