When using the exec tool on Windows, Chinese file paths become
garbled when passed to PowerShell/CMD.

Environment:

• Windows 10/11 with Chinese locale
• Git Bash/MSYS environment
• OpenClaw 2026.1.29

Example:
Path: D:\Projects\公众号\articles
Becomes: D:\Projects???\articles

Workaround: Use English path or symlink
