Summary

Bug: schtasks unavailable error on Windows

Description:

• Command schtasks returns data correctly when run directly
• But OpenClaw's openclaw status shows "schtasks unavailable: unknown error"
• Gateway Service detection fails even though scheduled tasks exist

Environment:

• OS: Windows 10.0.26200 (x64)
• Node: 24.14.0
• OpenClaw: v2026.3.13

Note: Gateway runs normally, all Cron jobs work
