export OPENCLAW_DOCKER_APT_PACKAGES="some package"
sudo ./setup-podman.sh

Expected behavior

Installs the requested packages

Actual behavior

Doesn't do anything

Note: OPENCLAW_DOCKER_APT_PACKAGES is obeyed in docker-setup.sh, so it's just a podman bug
