Summary
Root cause: Conversation reference not persisted for proactive messaging. The target is only available during message
processing - after exec completes, the reference is lost.
Steps to reproduce
Steps to reproduce:
- Send message to Bob Bot in Teams
- Bot responds with "Update 1/2: ..."
- Bot does some work
- Bot tries to send "Update 2/2: ..." → FAILS (not seen by user)
