This pull request adds a new
runtime-behavior-probeskill bundle under.agents/skills/runtime-behavior-probe/to support evidence-first runtime investigations inopenai-agents-js. It introduces the main skill guidance, an OpenAI agent config, reusable reference notes for validation and reporting, and a disposabletypescript_probe.tsscaffold for temporary TypeScript probes.see also: openai/openai-agents-python#2743
