errorHandlers link at translated heading
The options table still links to #error-handlers, but this commit translated the section heading to ### エラーハンドラー; because no heading now generates the error-handlers fragment, this intra-page link no longer resolves for Japanese readers. Please update the fragment (or add an explicit heading id) so the table entry jumps to the correct section.

This link still targets #delegation-through-tools, but the destination heading was translated to ### ツールによる委任, so the generated fragment id no longer matches and the cross-reference is broken. Update the fragment (and the duplicate occurrence later on the page) or set an explicit id on the heading.

Both table links still reference English fragments (#call-model-input-filter and #tool-error-formatter) even though the corresponding headings were translated (### 모델 입력 필터 호출, ### 도구 오류 포매터), so these section links no longer jump correctly. Updating the fragments or adding explicit ids will restore navigation.
