As part of the K8s SemConv stability work we need to define k8s node resource allocatable metric that is already in use by the Opentelemetry Collector.

The existing metrics in use that we need to define as semantic conventions are the following:
k8s.node.allocatable_cpu
k8s.node.allocatable_ephemeral_storage
k8s.node.allocatable_memory
k8s.node.allocatable_pods
