As part of the K8s SemConv stability work we need to define k8s openshift metrics that is already in use by the Opentelemetry Collector.

The existing metrics in use that we need to define as semantic conventions are the following:
openshift.clusterquota.limit: #2779
openshift.clusterquota.used: #2779
openshift.appliedclusterquota.limit: #2780
openshift.appliedclusterquota.used: #2780
