Add entries to the spec compliance matrix that would allow tracking of the support of complex attributes in different languages.

Additional context.

@jack-berg proposed to extract a "setattribute{type}" section from the entries regarding span attributes and also add entries for exporters whether they supports serializing complex attributes.
