This adds a simple test ("does it build?") for bundling for Web with webpack to avoid regressions like #5908 in the future. We may expand these to fully-fledged e2e tests in the future, and add other bundlers such as rollup.

The failure here is catching what was reported at #5908, it will be fixed with #5917.
I included this diff in #5917, so we can either merge this PR first, or go with #5917 (all-in-one)
