Summary

Part 1 of 4 for #16090

This PR renames the rxjava-3-common module to rxjava-common-3.0 to align with the new module naming convention:

<library>-common-<major.minor> for modules holding shared code requiring minimum library version.

The packages inside the newly renamed rxjava-common-3.0 are also updated to align with the new naming convention:

io.opentelemetry.instrumentation.rxjava.common.v3_0
