Description

- Ubuntu 24.04 runner jobs being canceled unprompted after about 4 minutes actions/runner-images#9959
- jobs are cancelled after 4 minutes
- Ubuntu 24.04 actions killed after 4 minutes actions/runner-images#9960
- Ubuntu 24.04 jobs directly fail after installing libssl-dev package actions/runner-images#9937
- service restart during the job execution
- this affects GCC 14 and Clang 18 maintainer builds
