Using `libcurl-multi` to implement `opentelemetry::ext::http::client::curl::HttpClient`

To improve IO performance as mentioned in #1175 and #1176 

**Describe the solution you'd like**

Using  `libcurl-multi` instead of invoking threads for `HttpClient`.
