Modernize LangID sample:

• Remove dependence on docker
• Use CommonVoice dataset from HF
• Fixate versions of speechbrain and webdataset
• Fixes to inference scripts
• Simplify and clean up README instructions, notebooks
• Add steps into sample.json for CI
