Upgrade <okta.commons.version> to 2.0.1 #1631

We use both okta-sdk-java and okta-jwt-verifier-java. While okta-sdk-java still depends on okta.commons.version 1.3.6, okta-jwt-verifier-java has been upgraded to use 2.0.1. Please upgrade okta-sdk-java to use the same version.
New or Affected Resource(s)
Not able to upgrade the okta-jwt-verifier to the latest. Have to stay at 0.5.9
