Draft release notes for the 1.0 major release covering the 73 commits since v0.8.0. Frames 1.0 around the /v1 stability contract and groups multi-tenancy, AuthorizedSqlStore enforcement, admin-route splits, and the Safety API removal as the headline breaking changes.
