Add more languages to Breaking-Changes and Changelog

Currently oasdiff outputs breaking-changes and changelog messages in English or Russian.
Please help us translate the [messages](https://github.com/Tufin/oasdiff/tree/main/checker/localizations_src) to more languages.
