Readme can likely have the extra dependencies section removed or replaced with a note to see requirements.txt. If referring to requirements.txt make it clear this is automatically setup by the build system.

Ensure that the docs for the virtual env / dependencies are up to date. In both readme and other docs explicitly mention that cmd.exe is the only officially supported way to build.
