This is a long-overdue cleanup to make the reference guide more understandable. To see the differences, compare the docs in the CI build artifact to:
The follow-up to this PR will add a new page on the submodule structure in NumPy, so there's a more standard "API per module" type overview as well. This reorganization is good to go without that though.
