The spam is reaching ridiculous levels on NumPy forks and throughout large projects on GitHub. And the Dependabot is completely unresponsive, with a large number of complaints on its issue tracker going back almost 3 years. Closes numpygh-18977 [ci skip]

OK, let's do this. I rather liked the updates, but if upstream won't deal with the spam we don't have much choice. |

I didn't even like the updates, since they're incomplete. Being able to update a Either way, good riddance. |
