CI: loongarch image cannot be found #29855

The loongarch runs are currently failing due to:

docker: Error response from daemon: received unexpected HTTP status: 502 Bad Gateway
@seiko2plus said we can update this to: https://github.com/tonistiigi/binfmt, and we don't need this anymore.
