Describe the bug

Header has lowercased id but the link does not lowecase it fully.

Reproduction:

1. Got to https://npmx.dev/package/fishery/v/2.4.0#user-content-build-api
2. Click on "Associations section"
3. Check window URL is https://npmx.dev/package/fishery/v/2.4.0#user-content-Associations
4. Change it to https://npmx.dev/package/fishery/v/2.4.0#user-content-associations (notice lowercased "associations") and see the browser navigates to the correct place
