Summary

npm publish respects a separate set of config that we don't display to the end-user anywhere (ie. package.json publishConfig). This can be confusing & makes troubleshooting/debugging harder then it needs to be.

Exit Criteria

• log the configured registry the user is publishing to when they run npm publish (ex. this should be similar to what we do for npm login - screenshot below)
