Issue

According to UTN notofonts/noto-fonts#11, “if 108D MYANMAR SIGN SHAN COUNCIL EMPHATIC TONE occurs following a lower diacritic (usually a medial), the tone mark renders to the left of the diacritic”, but in Noto, they overlap.
