Issue

According to UTN notofonts/noto-fonts#11, U+AA70 ligates with a preceding U+1032 or U+103A, ignoring any intervening tone mark (U+109A, U+1089, U+109B, U+1087, U+1088, U+1038, or U+108A), but the only context in which Noto ignores the tone mark is in Noto Serif Myanmar after U+1032.
