This only affects presentation forms/envoronments without OpenType
support, since we already replace hah-ar with hah-ar.wide for relevant
dots in rlig feature.

Fixes notofonts#208
I got overzealous and make the inverted v too close to the dot in the
bolder weights.

Fixes notofonts#209
For OpenType-less environments.
Assign U+FB96 to the gueh-ar not gafTwodotsbelow-ar glyph. This affects
only OpenType-less environments.

They serve no purpose since these glyphs are only used when no OpenType
layout support is available.
Make it the same as isolated and final glyphs, and make the sarkash a
bit short on regular master to avoid overlap and to look nicer.

Fixes notofonts#213
Fixes notofonts#218
Make it consistent across glyphs and masters

Fixes notofonts#214
The dots was too close to the mark in some masters.

I think I’m done with this.

Make the kerning 0 in lighter weights where it is not wanted at all, and
decrease it to minimum in heavier weights to avoid overlap.

Fixes notofonts#216
When changing the default numbers to tabular, I didn’t correctly move
the kerning to the lining figures, resulting in tabular figures being
kerned by mistake.
