For nodejs/node-core-utils#845, I would like to:

• Give nodejs-github-bot write access to the nodejs/node-core-utils repo.
• Create a fine-grained PAT on nodejs-github-bot with write access on repository contents and pull requests on the nodejs/node-core-utils repo.

This should allow release-please to create the release proposal PRs again and GitHub CI to run on them.
