Steps to reproduce

I am passing this information along on behalf of Customer Support, so I'm not sure what version and platform are in use.

Here is the summary as shared by the customer:

• The licencing report doesn’t work out of the box when running with read only file system. This is not documented, a fix is probably required in nginx-ingress to create the missing folder and/or in the helm chart to mount this path on a separate emptydir when on RO FS.
• We are still unable to get either positive or negative feedback about the licence reporting. We would strongly advise to expose this information as a prometheus metric.
• The positive message "usage report was sent" is not documented, nor the fact it only shows at info log level.

We have opened nginx/documentation#285 in the documentation repo to address the last point.
