Overview

The goal of this story is to ensure that the sync directive is appended to the end of any limit_req_zone in the NGINX configuration so that rate limit policies deployed can take advantage of zone_sync

Acceptance Criteria

• When zone_sync is enabled, the sync directive must be appended to the end of any limit_req_zone
• When zone_sync is disabled, the sync directive must be removed from the end of any limit_req_zone
