Describe the bug
A link that has the full URL including the anchor should behave link the same link with just the anchor if the link points to the same page.

To Reproduce
Steps to reproduce the behavior:

1. Create a document with a heading
2. Copy the full link to the heading and paste it into the document
3. Click on the link

Expected behavior
The link bubble should not open and the browser should jump to the heading.
