The "Move or copy" dialog is intended to group the 2 very similar actions together. Of the 2, moving is the more common one, which is why we also mention it first.
The issue is that in the dialog, "Copy" is highlighted as primary, and "Move" is secondary:

Describe the solution you'd like
"Copy" should be secondary, and "Move" should be primary. The placement should stay the same as the primary action should be on the right and not floating in the middle.
