[Bug]: Network traffic graph is not available #21494

Bug description
Fresh installation of Netdata on a newly installed Ubuntu Server 24.04.3 doesn't include net.* context and doesn't show network interfaces metrics.
Expected behavior
Network interface traffic metrics being collected and presented.
Steps to reproduce
- Installed Ubuntu Server 24.04.3
- Performed basic O/S configuration
- Installed Netdata directly (no virtualization/containers) using kickstart.sh
- Opened Netdata web interface in a browser
- Searched for any network interface metrics, found none. Tried adding traffic graph, none are listed.
- Tried forcing what I believe are interface metics in netdata.conf, the lines got ignored (please see the config file with auto-generated annotations attached below).
- Confirmed grsecurity is not enabled.
