[Bug]: smartctl collector skips disk if it has errors in SMART log #21404

Summary
The go.d smartctl collector fails to create/update SMART charts for a disk if smartctl exits with status 64, even though smartctl returns valid JSON and SMART data.
According to smartctl exit code semantics, status 64 indicates that there are errors recorded in the device's SMART error/self-test log, not that the command itself failed. In this case the collector logs a warning and does not produce charts for that device.
Expected behavior
Smartctl collector still parse the JSON and expose SMART metrics for that device (temperature, attributes, tests, etc.)
It also should show number of such errors in special metric "smart error log" (which already defined in netdata and filled for my second HDD - sda)
Steps to reproduce
- Get a disk with some errors in logs in past (I had a bad PSU which causes HDD to stop its motor)
- Get error when trying to see any charts for that disk in netdata
