Floating windows with bottom or right anchors need to be repositioned when they are resized.
Needed to adapt to upstream neovim/neovim#19270
* Move the glutin opengl functionality out to its own module * Remove references to glutin Most of it replaced by winit * Pass the winit window around, not the glutin context
