CI_LAB issue nasa/ci_lab#125 is addressed in pull request nasa/ci_lab#126
This issue is opened in order to address the changes required to the GroundSystem tool
Changes are also being made to cFE file cfe_es_startup.scr (nasa/cFE#2170)
