Make the build info more verbose, and publish as a CircleCI artifact. Add host info to build info, rather than separate step.
We're not installing any additional packages, so no need to get the list of new updates.
This is not in the `docker` version in Ubuntu 20.04, but this combo was useful when working with updated versions with buildkit.

This PR includes some CircleCI build changes that were useful from PR #1762, even though we're not going to create multi-platform images at this time.
