Consistency in "New" buttons on tables #1188

The text for the "New" buttons on tables in the manager is not consistent from table to table. By "New" button, I mean "New User" and so forth. I recommend the using the format: "New [Short Name for Type] " Here is what the current buttons say and what they should say, organized my manager section, then page, then table (if more than one table on page). Under Security:
-Manage Users: "New User" -> [no change]
-Access Controls
---User Groups: "New User Group" -> "New Group"
---Roles: "Create New" -> "New Role"
---Access Policies: "Add" -> "New Policy"
-Resource Groups: "Create Resource Group" -> "New Group"
-Form Customization: "Add" -> "New Rule" Under Tools
-Property Sets
---Property Sets: "New Property Set" -> "New Set"
---Properties: "Create Property" -> "New Property" Under System
-Contexts: "Create New" -> "New Context"
-Actions
---Top Menu: "Create Menu" -> "New Menu"
-Package Management
---Packages: "Add New Package" -> "New Package"
---Providers: "Add New Provider" -> "New Provider"
-Lexicon Management
