As pointed out by @localhorst87 in modelica/ssp-ls-traceability#59, currently SSP Annotations do not allow mixed content, thus forcing the use of a containing element for the content. While this is not neccessarily bad practice, FMI has sinced moved in 3.0 to allow mixed content, and the SSP Traceability elements that allow content also nowadays allow mixed content.

Given this we might want to consider allowing mixed content in annotations and other relevant elements (e.g. content) for uniformity in SSP 2.0.
