IIUC this file is here to support powerpc CI nodes that run Docker 18.06 . We should mark that clearly in comment/filename and/or hide this file from repo root.

I'll have a look at removing the Dockerfile, now that buildx has binary releases on github (including ppc64le); did this PR to (hopefully) improve CI stability somewhat |
