- optimization in limiting the number of access to the external kv-store for docker network list commands
- fixes an out of order fdb programming issue in overlay network driver when used with external kv-store
- fixes vtep programming for containers with restart policy on overlay network when used with external kv-store
- fixes a deadlock in overlay driver when used with external kv-store
- fixes a netlink socket leak
- fixes datapath encryption key rotation issue in 1-1 NAT case (Docker swarm - encrypted network overlay - stops working. #30727)
